When Kenner decided on the new figures for the POTF lineup, several characters were discussed. Among them, Luke Skywalker in Stormtrooper outfit. The responsibility for designing the figure fell upon one dynamic Kenner designer, who "mocked" up several figures before hand.
This kit bashed figure allowed an "overall vision" for what would have become the Luke Stormtrooper figure. The designer explained that he worked with the figures that were already produced. Instead of cutting and molding new shoulders from an existing Stormtrooper, he kit bashed a Luke Bespin figure and Biker Scout.
"It was enough to give me what I needed [in regard to] the look of where I was going... [with the design of the figure]," the designer recently commented.
